Agentic flooding: AI is swelling public-service queues

10 Sep 2026: TechCrunch reported researcher Chris Schmitz’s paper on “agentic flooding,” set for the AI Ethics and Society conference, covering 84 potential cases across 11 jurisdictions.
TechCrunch: U.K. housing-ombudsman complaints rose from 2,600 in 2022 to just over 7,000 last year; CFPB complaints grew fivefold over the same span; similar jumps showed up in Brazilian court filings and German parliamentary petitions.
Schmitz’s paper (arXiv:2608.16603) says the method does not support causal or quantitative claims that AI caused every surge. Most listed cases share cheap LLM text plus a human still clicking the form.
Schmitz told TechCrunch the vast majority of claimants appear entitled to the benefit or process they are using — not a bot-spam dump.
If the pattern holds, AI is lowering the cost of a complete public filing faster than back offices can staff. Correlation, labeled as such.
