Levio and Cohere partner on sovereign AI for Canadian governments
Levio and Cohere said they formed a strategic partnership to help Canadian governments and regulated enterprises move AI from pilots into production while keeping control of data, deployment, and language environments — including French.
Same-day SOFTWARE primary that a Canadian systems integrator and Cohere are packaging private-cloud and on-prem AI for governments and regulated industries. This is a discrete go-to-market partnership — not a named new federal contract.
Goal, as the companies tell it: help organizations move AI from experimentation to production and scale while keeping control of data, deployment, and language environments.
The stack, still company: Cohere’s enterprise AI models and end-to-end agentic products plus Levio’s integration, cybersecurity, AI, and governance expertise. Agentic here means software that can take multi-step actions, not only answer one question. Deployments are framed as private cloud or on-premises so the customer keeps control of sensitive data. Private cloud here means a dedicated cloud environment, not the shared public internet cloud. On-premises, or on-prem, means the software runs in the customer’s own facilities.
Prior work, company-attributed: the partnership builds on work Levio and Cohere have already delivered alongside one another supporting implementation in the Government of Canada.
Buy Canadian framing, still company context — not a government endorsement of today’s announce: Levio says the pairing is aligned with the federal Buy Canadian Policy, in force since December 2025, which prioritizes Canadian suppliers and Canadian content in strategic federal procurement.
Language, as the same wire has it: the offer is built for English- and French-language environments. Cohere’s multilingual technology includes advanced French-language capabilities, the company says, including for Quebec institutions that need French operation plus data-control and governance rules for sensitive settings.
Named voices on the release: Marc-Antoine Pinard, Chief Technology Officer and Head of AI at Levio; and Joelle Pineau, Chief AI Officer at Cohere. Their quotes are color only and stay in Sources. Pinard’s “sovereignty-in-a-box” line is company color, not an independent product grade.
About-box context, optional and company-attributed: Levio describes itself as a fully Canadian-owned systems integrator with close to 2,000 professionals. Cohere says it was founded in 2019, is headquartered in Toronto and San Francisco, and has raised about $1.6 billion. Levio’s “one of Canada’s largest” and Cohere’s “world’s leading sovereign AI company” lines stay company marketing — not desk rankings.
Plain English for the rest of the card: sovereign AI here = running AI with local control over data and infrastructure. on-prem = software hosted in the customer’s own facilities. private cloud = a dedicated cloud environment, not the shared public internet cloud. SI = systems integrator, a firm that wires software into real organizations. agentic = software that can take multi-step actions. Buy Canadian Policy = the federal rule, as the release states it, that prefers Canadian suppliers and Canadian content in some government buying.
