OpenAI says it is endorsing four California AI bills
On 9 September 2026, OpenAI’s Chris Lehane published a policy note saying the company is endorsing four California AI bills now headed to Governor Newsom.
The named bills are SB 813, AB 1405, SB 1119, and AB 1864. Lehane writes that OpenAI wants mandatory national AI safety rules and will keep backing state bills until Congress acts.
The post is OpenAI’s position paper. It is not a legislative tracker. Signing, veto, or amendment still belongs to Sacramento — and any national statute still belongs to Congress.
A lab saying it wants rules is evidence of the lab’s stance. It is not proof the bills become law.
