Nscale names Meta veteran Justin Osofsky as COO
Nscale, the vertically integrated AI infrastructure company, said Friday it appointed Justin Osofsky — most recently Meta's chief partnerships officer and previously Instagram COO — as chief operating officer, reporting to founder and CEO Josh Payne.
AI infrastructure companies are past the pitch-deck stage — they need operators who have scaled consumer platforms into global machines. Pulling Meta's partnerships chief and Instagram's former chief operating officer into that seat is a bet that the bottleneck is execution across regions, policy, and deals, not another order for chips.
On Friday, 2 October 2026, Nscale said it appointed Justin Osofsky as chief operating officer. PR Newswire carries the release. The page stamps Oct. 2, 2026, 16:20 ET, which is 4:20 p.m. Eastern. The dateline is London. The source line is Nscale. The headline is “Nscale Appoints Tech Industry Veteran Justin Osofsky as Chief Operating Officer.” Osofsky will report directly to founder and chief executive Josh Payne and oversee the company’s global operations while Nscale speeds up its expansion. A chief operating officer runs the day-to-day work of the company. Those lines are Nscale’s, on the wire.
Where he spent the last 18 years. Osofsky joins after a career at Meta in senior roles that covered global operations, partnerships, corporate development, monetization, and platform strategy. Partnerships, here, means the deals with other companies. Corporate development is the work of buying companies or investing in them. Monetization is how a product turns use into revenue. Platform strategy is the plan for the product other businesses build on. Eighteen years is the release’s count. Those lines are Nscale’s.
The jobs the release names. Most recently he was chief partnerships officer at Meta. Before that he was chief operating officer of Instagram, vice president of global operations at Meta, and head of Meta’s small and medium business group. Small and medium businesses are the shops and firms that are not giant companies. Meta is the parent of Facebook and Instagram. Those titles are Nscale’s account of his career.
What the new job covers. As chief operating officer he will set the operating rhythm, push work across teams, and build the organization as Nscale grows in more countries. Operating rhythm means how often teams check progress and hand work off. His organizations are People, EMEA, APAC, business development, communications, marketing, global policy, and M&A. EMEA is Europe, the Middle East, and Africa. APAC is Asia and the Pacific. Business development is finding partners and deals. M&A is mergers and acquisitions, buying or combining companies. People is the hiring and management group. Those lines are the release’s.
What founder and chief executive Josh Payne said. “Nscale is rapidly scaling our vertically integrated platform globally to serve high customer demand. Building the right systems and processes that scale and maintain operational excellence is of vital importance to our mission.” He added: “Justin has spent nearly two decades helping build and scale one of the most successful technology companies in the world. We are incredibly fortunate to have him join us as our Chief Operating Officer.” Vertically integrated, in that sentence, means Nscale wants to run the software, the computers, and the power as one stack, rather than renting each piece from a different firm. Operational excellence means the systems keep working as the company gets bigger. Nearly two decades matches the 18-year Meta career in the same release. That quotation is Payne’s.
What Osofsky said. “Having observed Nscale’s remarkable trajectory and vision, I am thrilled to partner with Josh and his leadership team.” His focus, he said, will be “delivering lasting value to our customers worldwide by building the operating structures and execution discipline to connect our capabilities across our global teams.” Trajectory, here, is the path the company has been on. Operating structures are the ways teams are organized so work in one region connects to work in another. Execution discipline means the work actually gets done the same way each time. That quotation is his, in the release.
What Nscale says it is. The company, Nscale Limited, calls itself a full-stack AI cloud platform. Full-stack, in that line, means the layers sit together: software, compute, and power. Compute is the machines that run the models. The release says the offering runs from a single cloud platform for AI training and inference to the data centers and low-cost power that make that work possible. Training is teaching a model. Inference is using a trained model to answer. The mission line says Nscale wants to build the engine of superintelligence and widen access to advanced AI for enterprises, governments, and the communities that depend on them. Superintelligence, in that sentence, is the company’s word for systems more capable than people at most tasks. Enterprises are large companies. Those lines are Nscale’s description of itself.
The schooling and the job before Meta, still from the release. Osofsky holds an MBA from Harvard Business School, a law degree with high honors from Harvard Law School, and a bachelor’s degree in economics from Harvard. Before Meta he was an engagement manager at McKinsey & Company, a consulting firm. An engagement manager runs a client project. Those lines are the release’s.
The picture is a studio headshot of Justin Osofsky. He faces the camera, with short brown hair, a trimmed beard, a dark jacket, and a light open-collar shirt, against a mottled gray backdrop. It is the portrait released with the appointment. It does not show a data center, and the frame does not print a calendar date.
In plain terms, Nscale said on Friday, from London, that Justin Osofsky is its new chief operating officer, reporting to founder and chief executive Josh Payne. He spent 18 years at Meta, most recently as chief partnerships officer, and before that as Instagram’s chief operating officer. The job covers people, Europe and the Middle East and Africa, Asia and the Pacific, business development, communications, marketing, global policy, and mergers and acquisitions. Payne said the company is scaling a vertically integrated platform and needs systems that keep working as it grows. Osofsky said he will build operating structures that connect teams around the world. Nscale describes itself as a full-stack AI cloud: software, computers, and power in one offering.
