OpenAI and GSA expand ChatGPT to state, local, and tribal governments

OpenAI and the U.S. General Services Administration announced a multi-year OneGov deal that drops the ChatGPT license fee to $0 — from a usual $15 a month — and cuts usage 50% for federal, state, local, and tribal governments.

State, city, and tribal offices can now get the same $0 ChatGPT license and 50% usage cut that federal buyers get, starting 1 October 2026. The 23 million figure is who can sign up — not who already has a seat — and the Georgia and North Carolina stories stay OpenAI’s.

OpenAI published “Expanding AI access and cyber defense for federal, state, local, and tribal governments.” The same day, the General Services Administration (GSA), the federal buying office, posted a OneGov release. OneGov is the government’s bulk-buy program for software. That pair is the filing event. OpenAI calls it a first-of-its-kind multi-year agreement with GSA that builds on last year’s federal offer and extends the same terms to state, local, and tribal governments.

OpenAI’s pricing on the page: the usual $15-per-user monthly license is $0, with no minimum spend, plus 50% off usage for eligible federal, state, local, and tribal groups. GSA says there is no platform-access fee, no minimum orders, and no spend commitment, plus 50% off token-based usage — the billed chunks of text — across ChatGPT models, including FedRAMP-authorized environments. FedRAMP is the federal cloud-security approval program. Term: 27 months, from 1 October 2026 through 31 December 2028.

OpenAI says more than one million government employees already have ChatGPT through existing deals. The expanded partnership extends eligibility across a U.S. public-sector workforce of about 23 million. That 23 million line is who could buy in — not reported seats. GSA says agencies can buy through the Multiple Award Schedule once the offer starts, and also directly, through resellers, and via supported cloud marketplaces.

OpenAI frames the tools as including GPT-6 Astra, with “strong safeguards, cost predictability and respect for their public mission.” Separately: every verified government entity will be approved for Daybreak Blue at 50% off standard commercial pricing, with scaled training and enablement. Daybreak Red — vulnerability research, exploit validation, and red teaming — stays at standard commercial pricing, on request.
