Oracle launches Fusion Claw, a governed runtime for complex agentic work

Oracle said Tuesday it launched Oracle Fusion Claw, a governed agentic execution runtime for Oracle Fusion Agentic Applications that pairs AI reasoning with deterministic enterprise computation so Fusion customers can run longer, more complex outcome-based work at scale.

Most enterprise AI still stops at a draft or a chat reply. Fusion Claw is the software Oracle is putting under Fusion so an agent can plan with a leading model, then do the high-volume finance, HR, supply-chain, and sales work inside those applications, and leave a record of what it did.

On Tuesday, 29 September 2026, Oracle announced Oracle Fusion Claw from Austin, Texas. Oracle calls it a governed agentic execution runtime for Oracle Fusion Agentic Applications. Agentic, here, means software that works toward an outcome, not only a chat reply. A runtime is the software that runs that work. Governed means the company sets the rules the software has to follow. The newsroom page is dated September 29, 2026. It does not print an hour. PR Newswire carried the same release and stamps it Sep 29, 2026, 08:00 ET, which is 8:00 a.m. Eastern. Those lines are Oracle’s.

What Fusion Claw does, as Oracle states it. It combines AI reasoning with deterministic enterprise computation so highly complex work can be completed at scale. AI reasoning is a model working through a problem. Deterministic computation means the same inputs produce the same result, the way a finance formula does, rather than a fresh guess each time. Oracle says the applications can reason, compute, adapt, and carry out specialist-grade work, including deep research, computation, simulation, modeling, and continuous re-planning. Continuous re-planning means the plan can change when conditions change. Those lines are Oracle’s.

Who can use it. Oracle says Fusion Applications customers can use Fusion Claw through 25 new Claw-powered agentic applications, available today. Twenty-five is the count of new applications in this release. It is not a count of customers. Those 25 join a portfolio Oracle says now totals 75 Agentic Applications. Seventy-five is Oracle’s count of that wider set. The release does not say how many customers are running Claw, and it does not say every Fusion customer is using it today. Those lines are Oracle’s.

How a job runs. Oracle says each Claw Outcome starts with a frontier model that reasons, plans, learns, and adapts. A frontier model, in that sentence, is one of the leading general models. Fusion Claw then uses deterministic enterprise computation to execute precisely and at scale. Oracle says that split can be an economic advantage, because the model is used only where judgment is needed and the exact computation handles the high-volume work. “Potential economic advantage” is Oracle’s phrase. The release does not print a dollar figure for that advantage. Those lines are Oracle’s.

Four applications Oracle names. The release says the 25 new apps are full auto-capable, and it describes four of them. Full auto is the high end of a range the customer chooses, not a switch Oracle says is already on for every process. Ledger helps finance leaders get ready to close the books and clear accounting exceptions. It works across large volumes of entries to reconcile them, look into exceptions and anomalies, and run financial analysis. Workforce Staffing helps HR leaders build staffing plans that meet coverage and service needs while balancing skills, accreditations, availability, schedules, labor rules, and cost, and it can re-plan as conditions change. Shipping Consolidation helps supply chain leaders cut shipping cost while meeting service commitments, by modeling alternatives across timing, capacity, and cost, then carrying an approved plan into execution. Account Territory Growth Plan helps sales leaders compare territory setups and allocate opportunity against capacity and other business limits before taking a governed action. Those descriptions are Oracle’s. The release does not name the other 21 applications.

The rules around the work. Fusion Claw applies an Enterprise Operating Envelope. Oracle says that envelope holds the organization’s objectives, standard procedures, policies, constraints, permissions, risk thresholds, decision rights, approval requirements, and escalation boundaries. An Outcome Trust Harness enforces that envelope on each run, covering identity, capabilities, data, and actions. Identity is who is acting. Capabilities are what that actor is allowed to do. When the work is done, an Outcome Receipt is the audit record: the authority applied, the evidence used, the decisions made, the actions and transactions executed, and the result. Customers can set the automation from quick assistance up to governed full auto, and only inside authority they have explicitly delegated. Those lines are Oracle’s.

Where it runs. Fusion Claw runs on Oracle Cloud Infrastructure, Oracle’s cloud. Oracle says it is powered by frontier models including Gemini and OpenAI, with support for more models planned over time. Gemini is Google’s model family. OpenAI is the other lab named on that line. The release does not name a specific Gemini or OpenAI model version. Those lines are Oracle’s.

Mike Sicilia, chief executive of Oracle, said every organization is asking how to use AI to create measurable value for the business. He said Fusion Claw moves from AI assistance to execution, so customers can automate more complex work across important business processes, with enterprise-grade governance. He said people set the objectives and the guardrails, and the AI takes on more of the work, so teams can spend more time on growth, innovation, and customers. That quotation is his, in the release.

Where the new apps sit. Oracle says they are part of a broader Fusion AI setup anchored by Oracle AI Agent Studio for Fusion Applications. With the Agentic Applications Builder and AI Studio Skill, organizations can create and manage agentic applications using Oracle, partner, and external agents. Oracle says those tools come in no-code and pro-code forms. No-code means building without writing a program. Pro-code means writing one. Oracle also says the studio includes a way to see what an agent did, a measure of return, and safety controls. Those lines are Oracle’s.

In plain terms, Oracle told customers on Tuesday that Fusion Claw is a governed runtime inside Fusion applications. A leading model plans the work. Exact enterprise computation carries it out. An Outcome Receipt records what happened. Twenty-five new applications are available today, including tools for the close, staffing, shipping, and sales territories. Oracle’s wider count is 75 agentic applications. The release names the product. It does not name a customer total or a revenue figure.
