US and China open a superintelligence dialogue and an incident channel
Trump and Xi agreed to say “super intelligence” instead of “artificial intelligence,” to stand up a U.S.-China dialogue on its risks and benefits, and to open a bilateral channel for incidents.
Washington and Beijing agreed to keep a channel open for superintelligence incidents and to meet again on the risks and benefits by November 2026. A channel only helps if someone answers and both sides share a definition of an incident. This fact sheet creates the forum. It does not say who picks up.
FACT. On 25 Sep 2026 the White House published a fact sheet on President Trump’s state visit with President Xi Jinping. In the section “Making the World Safer for Americans,” the sheet says the two leaders agreed to use the term “super intelligence” rather than “artificial intelligence” for the applicable emerging technologies. It says the two countries established the U.S.-China Super Intelligence (SI) Dialogue to exchange views on risks and benefits related to SI. The next exchange will occur by November 2026. It says the United States and China also agreed to establish a bilateral communication channel for SI incidents. The sheet does not name who staffs that channel, how fast anyone answers, or what counts as an incident. It does not use the word hotline.
FACT. The same page puts a dollar figure on trade, not on the channel. It says the U.S.-China Board of Trade and the U.S.-China Board of Investment, chartered at the May 2026 summit in Beijing, were operationalized this week. Under the Board of Trade, the two countries reached consensus on recommendations for more favorable tariff treatment for $30 billion of non-sensitive goods in each direction. For U.S. exports, the sheet lists agricultural goods, fish and seafood, logs and wood products, cosmetics, and medical devices. For U.S. imports, it lists small appliances, toys, holiday decorations, and children’s car seats. It also says China will import at least 10 million metric tons of U.S. coal in 2027 and again in 2028. Recommendations, and will import, are the sheet’s tense. The $30 billion line is not a sentence that the tariffs have already been cut.
FACT. Reuters, in a Shanghai dispatch dated 26 Sep 2026 and carried by The Star, says China’s Foreign Ministry described the same piece in its own words. The ministry said the two sides agreed to hold a dialogue on the technology’s risks and benefits, with the next round set for November, and to set up a communication channel for AI-related incidents, under an eight-point consensus from the visit. In a separate statement, the ministry said Beijing valued Washington’s use of “super intelligence” in place of “artificial intelligence.” Valued is the ministry’s word, as Reuters prints it. The White House line is stronger: the two leaders agreed to use the term. Reuters’ frame for the summit is personal diplomacy rather than big public breakthroughs. The wire says the U.S. Embassy in Beijing did not immediately respond to a request for comment.
FACT. Axios reported that the fact sheet came out late Friday night, that Treasury Secretary Scott Bessent had focused on creating the incident channel in pre-summit meetings the weekend before, and that some people have compared the channel to a Cold War “red telephone.” Axios says it is not clear which incidents would be serious enough to use the channel, or what notice each side would give the other. Those limits are Axios’s. They match what the fact sheet leaves out. Bessent’s name is not on the fact sheet.
ANALYSIS. My read: the two governments put a dialogue and an incident channel on paper, and they put a new name on the technology. Beijing’s ministry described the dialogue, the November timing, and the channel, and it said it valued the new name. That is a real commitment to keep talking. It is not a safety system. Nobody published a definition of an incident, a duty to call, or a promise to slow the systems the channel is about. On the same fact sheet, the number with a dollar sign is $30 billion in recommended tariff treatment. The superintelligence lines have a month, November 2026, and no number. Treat the channel as an agreement that it should exist, not as a phone that already rings.
