Xi proposes BRICS AI open-source community at New Delhi summit

At the BRICS Summit in New Delhi, Chinese President Xi Jinping proposed that China pioneer a BRICS AI open-source community, support cooperation on large language models, and push a consensus-based global AI governance framework.

China’s president put a BRICS AI sharing club and a global-rules pitch on the record. This is a speech, not a treaty and not a shipped code repo.

At Session II of the 18th BRICS Summit in New Delhi — BRICS being the Brazil-Russia-India-China-South Africa grouping plus later members — Chinese President Xi Jinping delivered “Cementing the Foundation for BRICS Cooperation and Bolstering the Strength of the Global South.” China Daily carried the Xinhua full text. The Ministry of Foreign Affairs English readout was updated the same day. Those primaries are the filing event. This is a head-of-state summit proposal and Chinese commitment framing. It is not a live GitHub organization, not a treaty, and not a model release.

On AI, Xi called for a people-centered approach: develop AI “for the positive and for good,” and “work faster to evolve a consensus-based global AI governance framework, so that new technologies can light the way toward shared prosperity.” Those are his words on the speech text.

First of five initiatives in the same speech: the open source and inclusive AI initiative. Xi said China “will be a pioneer in establishing a BRICS AI open source community,” support cooperation in developing and applying large language models, hold specialized AI seminars and training courses, and build an open ecosystem for AI.

The other four initiatives in the same speech are not AI product ships: a BRICS special economic zone partnership; a BRICS digital ecosystem cloud platform; assistance on smart factories and manufacturing standards; and a BRICS engineer cultivation alliance plus a youth science-and-technology exchange program.
