Oracle puts its apps inside ChatGPT, lets Codex build on OCI, and becomes the first cloud outside Google to rent out TPUs

Oracle said Tuesday, Oct. 27, 2026, at Oracle AI World in Las Vegas that it is bringing OpenAI's ChatGPT and Codex into its applications and cloud, and that Google's TPUs will be available on Oracle Cloud Infrastructure.

Oracle is doing something clever and slightly humbling here: instead of making everyone come to Oracle's screens, it's moving its ERP (the software that runs a company's books), NetSuite and database into ChatGPT, where the users already are. That turns OpenAI into the front door of enterprise software, and Oracle into the back office that keeps the permissions straight. The TPU deal is the louder signal for the chip market — Google letting a rival cloud rent its own AI chips means Nvidia's customers now have one more real alternative. And when the CEO of the company selling the AI tells a room of CIOs that their first job is patching the holes AI finds, believe him.

Oracle and OpenAI announced an expanded collaboration on Oct. 27, 2026, at Oracle AI World in Las Vegas. The announcements are Oracle's press releases and OpenAI's post the same day.

Oracle AI Workspace puts OpenAI's models, Oracle's applications, a company's own enterprise data, and cloud services into one experience. Through plugins in ChatGPT, employees can open Oracle Fusion Applications, NetSuite, Oracle AI Database, and OCI, and complete approved workflows under their organization's permissions. OCI is Oracle Cloud Infrastructure, Oracle's rented-computer cloud. Fusion Applications is the software that runs a company's books and operations. A plugin is a connector that lets ChatGPT reach that software without a separate login dance. Those lines are Oracle's and OpenAI's.

Oracle App Composer lets employees build enterprise apps with Codex while Oracle handles deployment and operations on OCI. Codex is OpenAI's coding agent. Identity, permissions, an audit trail, and lifecycle controls stay on. An audit trail is the record of who did what. Lifecycle means the path from a draft app to a retired one. Those controls are Oracle's.

Oracle AI Security Mesh uses OpenAI cyber models to help customers find and fix vulnerabilities in applications and infrastructure. A vulnerability is a hole someone can attack. The Oracle AI SMB Bundle combines ChatGPT Business and Codex with Oracle applications and recurring OCI credits for small businesses. SMB means small and medium-sized business. A credit, here, is prepaid cloud usage. Those products are Oracle's.

OpenAI said Oracle has 130,000 active ChatGPT users and more than 95,000 active Codex users inside the company. Oracle's recruiting team cut market-research prep from two to four days to 15–20 minutes. Those counts and that clock time are OpenAI's.

Separately, Oracle and Google said Google's TPUs will be available through OCI. A TPU is a Tensor Processing Unit, Google's own chip for AI. This is the first time Google's TPUs will be offered on a hyperscale cloud outside Google. A hyperscale cloud is one of the giant rented-computer platforms, not a smaller host. CNBC reported the same day that OCI is also adding Cerebras hardware and OpenAI's own inference chip. An inference chip runs a model that is already trained, rather than teaching a new one. The TPU availability is Oracle's and Google's. The Cerebras hardware and the OpenAI chip are CNBC's report.

In their keynote conversation, OpenAI CEO Sam Altman told Oracle co-CEO Clay Magouyrk that the top priority for companies using AI right now is understanding and defending against AI-driven security threats. He said the number of vulnerabilities AI systems are finding is "shocking." Magouyrk said AI is surfacing 50 years of accumulated problems, which is why the two companies built AI Security Mesh together. CEO means chief executive. Those lines are from the keynote.

In plain terms, Oracle said on Tuesday that its business apps and its cloud now open inside ChatGPT, and that employees can build apps with Codex on Oracle's cloud while Oracle keeps the permissions. Google's TPU chips will rent on that same cloud, a first outside Google. On stage, Altman told the room the first job is defending against the holes AI finds.
